clipped pop-over

Under some circumstances with very small application windows, the pop-up window of title bar buttons is clipped.

Steps to reproduce:

1 Start gedit
2 Resize the window to the smallest dimensions possible
3 Klick the open button or the menu button in the title bar

The pop-over appearing is clipped.

Yes, this is expected behaviour on X11. The proper fix is to use Wayland.
