The symbolic icon for 'address-book-new' in 3.16 and git master
is a full copy of the gnome-stencils file, and not chopped to the icon which has the corresponding 'inkscape:label' attribute:

The icon which is positioned inside the SVG's viewport is 'battery-caution-charging', not 'address-book-new'.
