Here's my proposed workaround:

1) Modifying dist/darwin_x86_64/etc/catalog.xml:

  <rewriteURI uriStartString="http://docbook.sourceforge.net/release/xsl/current/" rewritePrefix="../../../sources/darwin_x86_64/docbook-xsl-1.76.1/"/>
  <rewriteSystem systemIdStartString="http://docbook.sourceforge.net/release/xsl/current/" rewritePrefix="../../../sources/darwin_x86_64/docbook-xsl-1.76.1/"/>
  <rewriteURI uriStartString="http://docbook.sourceforge.net/release/xsl/1.76.1/" rewritePrefix="../../../sources/darwin_x86_64/docbook-xsl-1.76.1/"/>
  <rewriteSystem systemIdStartString="http://docbook.sourceforge.net/release/xsl/1.76.1/" rewritePrefix="../../../sources/darwin_x86_64/docbook-xsl-1.76.1/"/>

2) export XML_CATALOG_FILES=$CERBERO_PREFIX/etc/catalog.xml

I suppose step (1) should be done by docbook-xsl and step (2) should be done by the config.

tbh, I'm not sure how those recipes work on Linux either. To me it seems it works by merit of the developers using their Linux distro's docbook-xsl.
