I'm using evolution 3.12.9, and have it set up to prefer showing plaintext mails over HTML.

Whenever replying to a mail that uses 0x0D for line endings (e.g. MS Outlook), the composer will convert every line break in the quoted reply to two lines: one with the actual line, followed by a 000D character box (like the ones you see when a font does not have a specific unicode character), and one empty line.

This is quite annoying :) When changing evolution to not show plaintext by default, this doesn't seem to happen.
