Whenever I open an image in Nautilus, it opens under the current window and I have to "hunt" for it with alt+tab. I tried this on both Debian Wheezy and Ubuntu 14.04.

I have not tried with other file managers (only Nautilus).

Is there any way to make these open on top?

As you tried with eog-3.4 (Wheezy) and eog-3.10 (Trusty) you're likely hitting bug 582931, which has been fixed for eog-3.12.
