I have numerous files that lose XMP/IPTC after exporting to .jpg but only under circumstances where I open the file in GIMP from another program (generally Windows Photo Viewer or Picasa. If in either of those 2 programs I chose to open file using GIMP, edit, then export back from GIMP to the same file name, XMP/IPTC information breaks. See bug 577933 and bug 710598. 

However, those are about the expected removal of XMP in 2.8, not really about your problem - can you contact the creators of the two apps you mention and ask them why their apps fail to add tags to the exported files?

The issue doesn't involve not being able to add tags using Picasa or Windows Photo viewer per se. After editing photos with GIMP in the aforementioned manor (opening them from withing either of Picasa or Windows Photo viewer), I cannot add tags in any manor, not even directly (i.e. right clicking the file in explorer and trying to add tags to the tags field). After exporting from GIMP, the XMP is simply broken to the point that no alterations to XMP data can be conducted. I've attached a file to observe.

Clayton, it wold be good it you could attach sample images to the bug. Make sure that they are smaller than 1600 KB, and that the exported one still exhibits the problem (cropping shouldn't matter much as this is caused by the meat data).

You should attach the original (or reasonably close) image that doesn't exhibit the issue you describe, and the exported one that does.

I attempted to attach the photo, but received an error that the photo was too large (all my photos are large size). When I make the photo smaller, it resolves the issue, and therefore, doesn't show the problem. However, I did link to the GIMP forum where a sample, problem photo does exist in it's full glory. Here is also the url to the linked photo from the forum: http://gimpforums.com/attachment.php?aid=4845. I also have a screenshot there of an error I receive when trying to tag the same photo using the properties function from Windows Explorer. I have, however, resolved the issue in a way. If I uncheck the "Save XMP data" under "Advanced Options" in the "Export Image as JPEG" dialogue box, it seems to resolve any issue. I was hesitant to use this option as I thought it would destroy any XMP data (tags) that I'd already added to photos, but it still preserves them for some reason. That's my work around at this point.

Yeah, but what about the original file before it has been exported from GIMP? Right now it is impossible for someone to try to reproduce the issue.

I don't have the original. I took that file into GIMP, and exported over-writing the original. It allowed me to add tags before the edit, but not after. Where I over-wrote the original exporting it to the same name, I don't have the ability to recover the file before editing it.

This file is the same. All I did was open it, and export as to the new file name. I cannot make changes to this file now as far as adding tags. Notice too, that the Title or Caption changed from what it is in the original to x-default which I have seen in every instance when this occurs.

I've just recreated the issue exactly with the above 2 files. Here is the exact sequence of events:

1. From within Picasa, I right clicked the original file, went to "Open With" and selected "GNU Image Manipulation Program."
2. I did no edits on the file in GIMP. 
3. I clicked control-shift-E to export the file as.
4. I exported to JPEG, ensuring that the "Save XMP data" under "Advanced Options" in the "Export Image as JPEG" dialogue box was marked with the check mark.
5. I attempted to add tags both in Windows Explorer first, then in Picasa. In Picasa, the tags appear to be associated with the file (more than likely just in the .picasaini file), but they don't appear under the image properties as actually being with the file. In Windows Explorer, I receive an error (I will attach the screenshot when I'm done typing this.

I think we can all agree about metadata being totally broken in 2.8,
probably unfixably broken. Does this at least work fine on master.
