California ignores the timezone setting for an Office 365 calendar synced via a link to an ics-file. Interestingly, Gnome Shell shows the correct times in the calendar popup.

Can you attach the .ics here?  If it contains personal information, you could also send it to jim@yorba.org.

(If you don't have the .ics, you could export the event in California by clicking on it and then selecting the "Export as .ics" button.)

California is not under active development anymore and saw its last non-cosmetic code changes in March 2016: https://gitlab.gnome.org/Archive/california/commits/master

Its codebase has been archived in https://gitlab.gnome.org/Archive/california/issues/1
