Unlikely everywhere else in windows, with US-international keyboard layout, typing ' and c does not result in ç. AFAIK, there is no other simple way to generate ç, and it is really annoying in portuguese.

Thanks for the bug report. This is unfortunately a very long-standing bug in the Windows port of Gtk+, the library that provides GnuCash's GUI.

You might be able to use the work-around described in http://superuser.com/questions/335141/how-can-i-type-%C3%A7-in-windows-gtk-apps. Beyond that we can't help you.
