I downloaded gimp 2.8.14 .exe file. I installed it normally and when I try to open it, gimp says that Gimp is not responding so I end up closing the program. I repeatedly tried reinstalling it and even reinstalled the installer and it kept on happening. I also used the torrent installer and the same thing happened. I have a Windows 8.1 Toshiba laptop. I've used Gimp on a different device, a Lenovo PC Desktop and that has worked perfectly fine till that computer broke and so now I'm trying to install it on my laptop.

Be patient :-)
At that point, gimp caches all of your fonts. Depending on the amount of fonts on your system, this can take a while, up to several minutes. It does that only the first time it starts, not at every start.
As gimp does not tell windows "I am here and still alive" in that phase, windows assumes gimp as died. So windows says "Not responding". If all fonts are cached, gimp will do the next step.
Please report back, if it fixes that issue.
