Proposed (trivial) patch

While mutter uses maxvert for tiling vertically, other window managers may do the same with horizontal tiling, so there is no reason to restrict tiling to vertical maximization alone.

This will be obsoleted by the patches in Bug 783669, slated to land in 3.22.20
