I have a (rather normal) panel that looks like this:

|[ tasklist                 ] [pager]      [some launchers]    |
                        ^               ^
                        A               B

If i right click on point A, i'll get the context menu for the tasklist
and if i right click on poing B, i'll get the context menu for the panel

This is bad, i should get the panel menu on both points.
