I clicked the refresh button on the Updates page to start a check for updates. The spinner worked for a while, then Software reported that my computer was up to date. But pkmon revealed that Software was actually downloading updates.

We fixed a lot of these cases in 3.16 and 3.18. Please re-open if not so.
