Lock icon sometimes does not appear on HTTPS pages

Sometimes, the lock icon does not appear on HTTPS pages. Normally this occurs for pages that are restored from a previous session when launching the browser. This seems unlikely to be a bug in Epiphany. One possibility is that this is not merely a cosmetic glitch, and that TLS is not being used at all for the connection.

This happens extremely frequently, but not 100%, on https://static.gnome.org/error-500/500.html I verified with Wireshark that TLS is actually being used. That's good.
