Caribou/Accessibility should be an optional build dependency for gnome-shell

Currently, gnome-shell forces a user to build with caribou enabled. However, for users not requiring accessibility features, it is an additional package that is entirely unneeded. Kindly implement --disable-caribou/accessibility as a feature for gnome-shell

However I don't see any benefit in making it actually optional at runtime - allowing users to save a couple of kb on their disks is not worth the explosion of the test matrix IMHO.
