When viewing a PDF, the Evince window can be resized but only down to a minimum width, which appears to be limited by the width of the title bar text and controls.

This is a problem because, for example, the minimum width is more than half the screen on a laptop, so two Evince windows cannot be tiled horizontally.

To reproduce:
 - Open a PDF file in Evince
 - Drag the window borders to resize horizontally

What happens:
 - The window won't go narrower than about 700px

Expected result:
 - Title bar controls collapse when window is made too narrow.
