The dialog

refers to ”Best Fit”". However, doing a search for that in the po-file shows that the option in points doesn't exist, maybe it was renamed at some point?
I guess, from the comment in the po-file to this:

Not all strings used in Dia are from the Dia po files. The action referred to is GTK_STOCK_ZOOM_FIT which shows as "Best fit". Still that dialog text could use some improvement because since 0.97 it is not necessary anymore to "Select All" before "Best Fit" (The empty selection has the same effect.)
