I can't reproduce this on Win 7 64 bit right now, but this might have the same cause as bug 736092.

When you say that changing "skin", I suppose you mean the theme, does this issue happen with the default theme of GIMP?

Yes, this happened with the Default theme (Default and "Small", included in the default installation).
I use now a Theme called: Tactile.

It most likely doesn't use the windows theme engine then.

Did you change anything in your Windows theme, or do you maybe use a non-standard one?

I use the Black Default Theme in windows, with Aero ON.

Can you give me a Link, to download a theme for Gimp, use a Windows Theme Engine, to test it?

I found the Solution.
I deleted ".gimp" Folder in MyDocuments, and reinstall Gimp.

PD: The "Charger Bar" before are Blue and now, is Green...

Wait, didn't you keep a copy of your old .gimp-2.8 folder?
This would have helped us to diagnose and see if the problem was "just" some screwed up custom theme or something more generic (screwed up config after a migration for instance).

If you kept a copy around, could you upload it in some compressed archive?

If not, I guess we'll leave the report closed since we have no data to work with.

Removing the personal GIMP directory would reset the theme back to the defaults, which use the MS-Windows-Theme engine (unless the global gtkrc file in the GIMP directory is changed, this might actually survive a reinstalled - the installer shouldn't replace newer files, unless this was changed recently).

If we can't get a hold of the old -gimp-2.8 directory, we should close this report as incomplete.
