I encountered this bug accidently but you should be able to reproduce this bug as follows :

1. Download a lot of items (I downloaded some photos from flickr) until your download bar at the bottom is full.
2. When there will be no more space left in the download bar, it will force the epiphany main window to get unmaximized and increase the width of the main window.
