How about a "don't grab background" option?  Something I'm frequently doing 
is grabbing bits of text and moving them into different locations.  Unfortunately 
I often end up grabbing the background instead, because I happen to click on 
the middle of an 'o' or something.  In most cases one never wants to move 
the background, I think?  If you select the background in the layer list 
manually, and then use the move tool, it should still let you move it as usual.

If you press Shift while using the Move tool, it will move the current
layer without accidentally selecting another one.  There is already a
bug report about this and other "hidden" features in bug #51108.

I do not think that we should treat the background in a special way,
because when you work with many layers it is very likely that you
would select another layer (not necessarily the background) by
accident instead of selecting the text (or any mostly transparent
area) that you wanted to move.  Having a special option for the
background would not help in this case, because it would be equally
annoying to move another layer.
