Steps:

1. Start GDM (ie boot)
2. Wait until the "shade" comes down
3. Move the mouse or keyboard
4. Try to login without the mouse
5. See that the keyboard focus has been lost!

This is a pretty annoying problem because gdm puts the login window on the wrong monitor, so I can't actually see it. I guess it is also a big issue for many accessibility use cases...

Although this bug report is pretty old now (and it seems to have 4 duplicates, #701518, #731637, #712541 and #708105), there *is* a solution, although not documented.

You may press Ctrl-Alt-Tab to cycle between login screen elements, including the top bar.

This, however, is only a workaround, I hope someone fixes this issue soon.
