Cannot select UK keyboard layout without also enabling US keyboard

If I remove English (US) from the list in Input Sources, leaving just English (UK) then my keyboard acts as though it is a US one. If I add English (US) back in then my English UK one works again, if selected. It's annoying to have the "en1" menu present when I only have one keyboard. If I restart Gnome Shell then it reverts to English (US) too, but according to the indicator it's still on UK. I have to change to /to/ US, then back to UK to get it working again.
Which distro is this?

There is a monster bug about keyboard layouts in launchpad. Still basically unsolved; the interactions between gnome-control-center, input methods, KBD options and co& are a real nightmare. The bug title is just one of the symptoms. The behavior reported here was commented somewhere... at least I think. See https://bugs.launchpad.net/ubuntu/+source/gnome-settings-daemon/+bug/1218322
Can any of you confirm that this happens in other distros other than Ubuntu?
Same problem here. ubuntu gnome 14.04 fully up to date. alt F2 + r -> us keyboard instead of french
Adding a "me too" for my installation of Ubuntu 14.04.1 LTS. I conducted a dist-upgrade a few days ago from 12.04 and thought the update process had hosed my system. So I did a fresh install, but this annoying behaviour remains. (I'm also experiencing long hangs waiting for my mouse and keyboard to work at boot time which manifested with this version).

Debian is probably fine. If Mint is still using Ubuntu packages then Mint probably counts as Ubuntu. Arch is a good option as is Fedora or SUSE.
I noticed that there is a problem with switching between keyboard layouts when using Adwaita Window and Gtk+ themes (I have Ubuntu 14.04, Gnome 3.10). I am using English and Russian layouts. The problem is 1) it always shows that the current layout is English, even if it is Russian 2) I can switch only from En to Ru (En is the first one) using my shortcut (Ctrl + `). However I can switch back if I hold the shortcut, then with the arrows I can select En. 3) When the layout in one window is Ru, and I switch to another window, then come back to the first one, the layout is no longer Ru, but En. Today I was playing with themes. I set Radiance theme for Windows and Gtk+, and now everything works fine! Whenever it is Russian, it shows Ru. I can switch from Ru to En using my shortcut. And when I switch from a different window, the language layout is the same as it was when I left the window.
(In reply to comment #9) OK, I tried Arch but it kernel panicked on installing gnome... So I tried Suse and this bug does not exhibit. I was able to restart gnome-shell without losing UK keyboard, with or without the US keyboard available as a 2nd option. So this may be localised to Ubuntu.
Suse it was Gnome Shell 3.6.3.1-1.1.1 Ubuntu was Gnome Shell 3.10.4-0ubuntu5.2 :-/
We'll have to consider this an Ubuntu bug, until such a case where we have a way to reproduce the problem on non-Ubuntu systems. Please follow this up with Ubuntu.
