add easytag to extra-tarballs

EasyTAG has had Mallard help for a couple of releases, and it would be good to get it on help.gnome.org. EasyTAG does not follow the GNOME release schedule, and currently only has a 2.1 series:

I will be releasing 2.2.0 later today, and then following the 2.3-is-development, 2.2-is-stable numbering scheme. I cannot seem to fetch all the tarballs locally for library-web to complete successfully (the FTP server refuses connections past a certain point), so I cannot verify that the attached diff is correct.
