Please include updated gnucash/po/lv.po and gnucash/accounts/lv/* files to the gnucash project.

Thanks for the files! they are now in the GnuCash repo and will be available in the next release. I noticed the only change to accounts files was in acctchrt_business.gnucash-xea by changing currency from LVL to EUR (as it is from January 1st 2014). In the remaining xea files the currency is set to USD; do you agree I should change it also to EUR?

This is now fixed. EUR is the default currency for all account structures. Thanks!

We should also add 
 1. the frozen exchange rate to gnc_euro_rates
 in src/app-utils/gnc-euro.c
 2. a comment at the entry in src/engine/iso-4217-currencies.scm

Fixed rate is 1 EUR = 0.702804 LVL
You can add description for LVL as following:
en: "Valid from 2. may 2009. till 31. december 2013."
lv: "Spēkā no 2009. gada 2. maija līdz 2013. g. 31. decembrim"
