Hm, maybe. Let's let this one stew for a while: currently Totem is the only app using a popover for the gear menu, so this would make us more inconsistent with other GNOME apps, rather than less. Also, whatever we do in our application will surely override any potential future environment-specific settings. I've heard that this setting might be flipped to True by default for GNOME 3.14, for example, in which case there would need to be a GTK+ setting to control this, since the GTK+ developers probably won't want to change that by default outside of GNOME. If we set it manually, we'd override such a setting, which I wouldn't want to do for Chess. So I'd prefer to just wait a few months, see what happens along that front, and revisit.
I think the menus will use popover by default when also menus non based GMenu will can to be as popover. For now there isn't API for this yet, so this not popover as default. I see popover also in baobab's gear menu. btw. At the end line, this your decision. I can to say, in all gnome-games, gnome-chess is the only app with gear menu.
Let's remove the gear menu instead, see Bug #727345. Menus aren't fun!
