Fix typo

As noted way back in 2007 [1], gtkbuilderparser.c has a block of debug code that is guarded by #ifdef GTK_ENABLE_DEBUG, which is a typo for G_ENABLE_DEBUG.  Hence GtkBuilder's debug output does not include the beginning of XML elements.
