Keyboard-navigation through the windows application can't be used from the screen reader

Orca always says "Panel" whatever the windows name it is. It should says the same name than by using Meta+Tab.

Sorry, but, "windows" is a ambiguous concept (at least to me). Everything are windows after. What do you mean for the "windows applications"? Do you mean the Alt+Tab switcher (so applications switcher)? The windows container you can access on the overview using Ctrl+Alt+Tab switcher?
Sorry for my bad explanation. In this cycle the Window picker* is keyboard navigable, so you can chose the Window using the keyboard. However, the navigation through all these windows is not accessible using the screenreader.
