I can add websites to the bookmark toolbar, but there's no way to activate it. Thus, I need to open a menu and a submenu to get to the bookmark.

I think this is a distro bug.  I indeed have a bookmarks category named Bookmarks Toolbar, but that's provided by Fedora, which replaces the default bookmarks with the same ones they use for Firefox.

In the recent redesign, customizable toolbars have been completely abolished. So, a distro bug indeed.

"I think a quick way of accessing bookmarks with the mouse (with the keyboard you can always use the location entry) might be a reasonable request, so it's worth revisiting it with the Design Team"

Or is this a final decision?

I don't know if it was ever revisited. Please feel free to bring it up. I do know that bug 723950 is about implementing a new Overview page, and I see an opportunity there to allow custom bookmarks there next to most visited pages.

Having them in the overview page would be better, but unlike in every other browser it would still require one more click to see one's bookmarks.
