Fetch Rate crashes application

When I open the Edit Exchange rate and press the 'Fetch Rate' button, my entire Gnucash application crashes (application terminates abruptly). I am currently running Windows 8 Pro with 16 Gb RAM. I don't find the TraceFile as written in http://wiki.gnucash.org/wiki/Tracefile and I don't know how to give you the StackTrace either.
Is online quote retrieval (aka Finance::Quote) installed?
I don't remember installing it. How I can I confirm that? In the previous Gnucash version 2.4.13, I didn't experience fatal crash when pressing the 'Fetch Rate'. Either the button was working or it did nothing in the older version.

After running "Install Online Price Retrieval" 'Fetch Rate' no longer crashes the application. IMHO I think this crash can be avoided by a popup window saying user should install the online price retrieval. Thank you for the help.
Or better yet, the button should be disabled if F::Q isn't available. It certainly shouldn't crash.
Ideally with a tool tip "You need to install Finance::Quote to use this button."
