filter action colour change not working

Since upgrading to 3.10.3 in F20, filters don't seem to be working. I've tried to debug per https://help.gnome.org/users/evolution/stable/mail-filters-not-working.html.en but nothing gets written to the log. I documented that in bug 669471.
So, per bug 669471 I am getting log debug and the debug says that it's taking the actions requested in my filters, one of which is to change the color of the message: Action: Set color to #34346565a4a4 which is supposed to be a shade of blue. But the messages in my summary that this action is supposedly being applied to are not actually changed to blue. So maybe this bug needs to be changed to "filter action colour change not working".
Is this about POP or IMAP? Does it work if you add a "Stop processing" action at the end of that specific filter rule?

The rule actually sets the colour and then adjusts the score -1. Adding a Stop Processing after both of those actions has no effect[1]. [1] I'm using CTRL-Y to apply filters to already received messages. I'm hoping that in every/instance CTRL-Y on existing messages behaves like applying filters to newly received messages.
Well, it doesn't seem to be any different for newly received messages in any case. Still no colour applied.
