xfce4-weather-plugin uses libsoup to fetch weather reports every 20 minutes AFAIK. Alas, libsoup does not detect that the server closes the HTTP connection after 5 seconds, so it keeps the connections in CLOSE_WAIT for 20 minutes. (I've noticed that keepalive could be disabled, but it'd be still just a workaround.)

[mass-moving all "UNCONFIRMED" libsoup bugs to "NEW" after disabling the "UNCONFIRMED" status for this product now that bugzilla.gnome.org allows that. bugspam-libsoup-20150210]
