At the moment, installing apport hooks (for Ubuntu) is controlled in the
Makefile by an environment variable: ENABLE_APPORT_HOOK_INSTALL. Would it be
better to move that flag to an option in the configure script that then drives
the install target in the Makefile? Or even better, get the configure script
to check whether apport is installed and set the flag accordingly.
