Original description:

In order to implement certain features, Geary needs to have more of the
account's mail in its local database. Geary should, in the background, pull
mail from all folders in the IMAP server. It should respect an oldest date
(#6073) for that mail and it shouldn't swamp the connection while doing so.

This is a key feature to support full conversations (#4293).

When this feature is complete, we should be able to work on some additional
tickets:

#3694: By traversing all folders, Geary will have a reliable unread message
count for all folders

#6333: Likewise, Geary can detect new messages as they become available in
various folders

Also, these tickets should be prioritized for 0.3:

#5865 and #6048: Now that All Mail (and other folders) will be fully
populated, Geary should only load the most recent 50 (perhaps more) local
messages, rather than all in the local store

#4644: Fix the busy spinner
