Ubuntu 13.10
Second monitor (1920x1080) positioned above primary monitor (1600x900) in Settings->Display, attempt to drag a window from primary to second monitor through top panel results in the window and cursor being stuck in the size overlap of the second monitor (aka 320 pixel wide well).

Dual monitors works in all other configurations, primary to the left, primary to the right, and primary above the second monitor.  Only causes issue when primary below the second monitor.
