overlapping of tool bars

upon opening GIMP the 2 tool bars open up on the left and right of the screen, however they do not fit entirely. Using windows 8.1 the task bar at the bottom of the screen covers a partial amount of the tool bars which means I have to resize the toolbars so that I can use all the icons each time I use GIMP. This is extremely irritating!

We should have an older bug about the same, but I don't find it.
