The documentation 1.12 says: 

Creating a text file requires, first, using the Save As dialog to name the file...

but the correct way for exporting text files is:

From the menu, select Data->Export data->(goto one of the several entries of the list) and then choose from the opening file dialog the file type

(at least for Fedora 19 and gnumeric 1.12.4)

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
