For implementing https://wiki.gnome.org/Design/SystemSettings/DateAndTime#Guidelines , we need a way to store settings between the gnome-control-center datetime panel and gnome-settings-daemon datetime plugin.

For now, this just contains a 'automatic-timezone' key, which is needed
for the Date & Time panel in gnome-control-center.
