Hi I use Win XP SP3, 4GB Ram, HDD 250 GB, 50% full, Pentium Dual Core 2 Ghz. 

Months ago I had previously installed Gimp 2.8.0 from the Gimp web site and queries of the plugins folder was never a problem. Today, I downloaded and installed 2.8.6. I have no 3rd party scripts or plugins installed, just vanilla Gimp.

Steps to reproduce the problem:

1. start Gimp 2.8.6
2. do nothing, just let it sit for a second then close Gimp
3. immediately start Gimp again
4. wait for query of plugins...

I thought it was related to one comment on the mailing list about modification times of any files. So I waited about 30 minutes, doing other disk intensive activities and tried to reopen Gimp. Same issue.

It's not a deal-breaker, and I love Gimp, but it seems to be a regression.
