patch adding vintage filter to gnome screenshot

while gnome-screenshot has a filter option, the two present filters (border and shadow) are not resembling current postprocessing trends, likely exposing GNOME users to ridicule when publishing their pictures on the social web. I therefore implemented a third filter that adds a vintage look to screenshots.

Pushed to master.

Bleh.

0. What's the use case of screenshot filters?
1. What screenshot apps support filters?
2. This filter looks really gross.

Hashem: comments of this kind on a closed bug are pointless and not appreciated. If you have any specific problem with this effect, please open a new bug.

(As a reference, gnome-screenshot already supports a couple of effects, and you can consider this as an easter egg-ish feature).
