To reproduce:
1. Go to open a file.
2. Click on an image in the file open dialog.

Expected:
Preview image shows

Actual:
The preview keeps generating over and over. It says "Creating preview" then (I think) "Preview is out of date" then "Creating preview" again and so on, dozens of times a second.

Pressing Ctrl+click on the preview images sometimes stops the above for that image, but it continues to happen for every other image, and also for those same images again when I open the dialog next.

This has been an issue for absolutely ages now, all through the 2.8 line. I'm using Windows Vista.
