screen resize doesn't cause panel resize any more (using xmonad wm)

When I connect my laptop to my screen at work or at home, the display switches to the external screen. Gnome-panel moves to the external screen as well, but doesn't pick up the new screen size. This is especially annoying when the session was started on a large screen and moves to a narrower screen, causing part of gnome-panel to fall off the screen. That requires me to logout and login again, which can be quite annoying... For window manager, I'm using xmonad running within a gnome-session. I'm not sure if this problem also manifests itself when using metacity.
Happens with metacity as well. I'm running gnome-panel 3.6.2-0ubuntu11~ubuntu13.04.1
The rest of gnome is from deb http://ppa.launchpad.net/gnome3-team/gnome3/ubuntu raring main btw.
I see this behaviour in Ubuntu after upgrading from Ubuntu 13.04 to 13.10. Ubuntu 13.10 contains gnome-session-flashback and gnome-panel version 1:3.6.2-0ubuntu15. Not only does the top and bottom panels keep their original size when the screen resolution is changed. It's much more annoying that the minimized window icons in the bottom panel disappear. When I minimize a window, I can't easily restore it. If the screen resolution is reset to the one at log-in, the minimized window icons reappear. No, I don't use xmonad. When I login, I can choose between Gnome Flashback Gnome Flashback (no effects) Ubuntu "Ubuntu" is the Ubuntu Unity desktop, which we can forget about here, I suppose. "Gnome Flashback" starts compiz. "Gnome Flashback (no effects)" starts metacity. The Gnome panels behave identically in both cases.
