Scrolling with the sides of my laptop's touchpad doesn't work.

GNOME 3.6 removed in its preferences the choice that lets me enable horizontal scrolling. With GNOME 3.8 not only is that still the case but vertical scrolling also doesn't work and again there's nothing in the preferences I can do to change that. I'm on GNOME 3.9.2 and there still seems to be no improvement.
That's not a shell issue, reassigning.
Thank you for your bug report. That is probably duplicate of Bug 702858. Do you have checked and disabled "Two finger scroll" toggle in "Mouse & Touchpad" panel as you can see at https://bug702858.bugzilla-attachments.gnome.org/attachment.cgi?id=247609 ?
Yes the "Two finger scroll" toggle is checked and disabled so that I can't change it. However even in spite of Mac style two finger scroll being enabled when I try it I can't do it. Scrolling doesn't work at all period. Not with the sides of my touchpad, not Mac style two finger scrolling, nothing. I have to either use the arrow keys to scroll or drag and drop that thin arrowless scrollbar.
