Add user dialog - improve offline experience for enterprise login

If I'm offline, the domain field is prefilled with "local.tld" and an alert icon is displayed inside the text box. The prefilled string is confusing, and there is no indication that you need to be online to set up the account. Instead, we should blank out the content of the dialog and replace it with a helpful message.
