Bug 50633 discusses two things along this line:

 - Simple: allow multiple X fonts for a charset (I'd do 
   this by extending the Charset structure to allow 2 or 4 
   charsets in it instead of just.)

 - Complex: Have a configuration file that allows
   configuring the charset => X name mapping. (Note that 
   the needed configuration is dependent on the display not 
   the local machine,so it doesn't remove the need for 
   multiple charset names; it just allows configuring them without
   having to recompile Pagno.)

We might want to close this, as not an issue with pango-xft on gnome2.2 .
