Patch to add Vicenza to Locations.xml.in

Vicenza qualifies as a big city (>100'000 inhabitants), as per the project's wiki page.
Patch against Locations.xml.in is attached.

I strongly support this request: Vicenza has almost 116.000 inhabitants (see http://en.wikipedia.org/wiki/Vicenza ), thus it deserves to be added.

Sorry, this patch was stalled because I intended to make a
general cleanup of all Italian cities (making sure that all
provinces were covered), but that did not happen, and we're close
to the string freeze, so let's get this in.
