This refers to a sound that is shipped with gnome-control-center itself (so I suppose something that is "Built-in to GNOME") rather than a sound which is from the current "Sound Theme" (http://freedesktop.org/wiki/Specifications/sound-theme-spec/)

The alternative (opposite) text is "From theme" (https://git.gnome.org/browse/gnome-control-center/tree/panels/sound/gvc-sound-theme-chooser.c#n586)
