It is a fact there is absolutely no way to save .bmp image with indexed (8bit) palette.
I make Menu>Image>Mode>Indexed and my image becomes indexed, I can view it's colormap -- everything is ok. But, after it was saved (exported) it as .bmp and reopened (or was opened in other editor/viewer) we can see that this .bmp isn't in indexed-8bit-regime, but in RGB-24bit-regime.
There is no such bug with .gif or .pcx, it exists only with .bmp.
