Steps to reproduce:
1. View http://www.irs.gov/pub/irs-pdf/fw4.pdf
2. Examine the results via Accerciser

Expected results: Text content would be exposed as individual objects (e.g. paragraphs) which are children of the accessible Document View.

Actual results: Text content is exposed through a single object, i.e. the accessible Document View.

Impact: Orca's Structural Navigation features cannot be used to access PDF content.
