Seeing as CardDAV/Owncloud makes use of Birthday Year, I would consider this an enhancement. But after adding contacts' birthdays via Gnome Contacts, all birthdates were set to the current year on the CardDAV server. So I guess it is a minor bug.

I agree that you should be able to set the year but this needs to be optional, and we need to figure out a design for it.

The other question is what to do in the CardDAV case where a birthday is set without a year.

I would add the year, since the main devs and involved in the process agree on adding the year of the day of of birth.
