I have a two monitor setup where one monitor is above the other.  In order to use each workspace as separate entities and have the hot spots still work I offset the top monitor a bit to the right.  This allows me to still open the apps menu on the bottom monitor and maximize windows by dragging while accessing the second monitor by moving the mouse towards the upper right corner.

However in this setup it seems the geometry for the second monitor is set up incorrectly where as only half of the display is actually usable.  Windows get stuck on an invisible border and maximizing on the second monitor causes the window to only take up half the screen I will attach a screenshot to illustrate this point.

This used to work in Fedora 18 but has since stopped working when I recently reintalled and updated the machine from scratch.

This is more likely to be a Mutter or gnome-shell issue, rather than the display panel.
