display either 12- or 24-hour time in History list

Today, Epiphany always display times in 12-hour format (AM/PM) in the Date column in the History window. Instead, Epiphany should respect the user's 12/24-hour clock preference (found at org.gnome.desktop.interface/clock-format), which e.g. Nautilus uses to decide how to display times. One related nit: when the user has chosen a 12-hour clock, Nautilus displays times without a leading zero ("1:37 pm"). Epiphany currently uses a leading zero ("01:37 PM"), but should use the Nautilus format for consistency.
